Program Description
Bishop Beautification Grant Program Overview
The Bishop Chamber of Commerce (“Chamber”) is excited to launch the Bishop Beautification Grant Program, designed to enhance the façades of downtown Bishop and stimulate private investment in our historic district. This initiative aims to improve the appearance of commercial properties, encourage economic development, and preserve the architectural heritage of our community.
Note: Submitting an application does not guarantee a grant award. Funds are limited and will be awarded based on the impact and quality of the proposed improvements.
Program Objectives
- Enhance the public and pedestrian environment.
- Improve building appearance, signage, and lighting to attract customers and beautify downtown.
- Preserve and restore historic properties.
- Stimulate economic growth through additional private investments.
Eligible Improvements
Grants are available for property owners and businesses within Bishop City Limits for projects including:
- Removal of outdated materials such as signs or facades.
- Restoration or new façades fitting the building’s architectural style.
- Architectural lighting to highlight facades and details.
- New canopies or awnings.
- Business signs (not solely for product advertisement).
- Painting.
Ineligible Projects
- Residential buildings.
- Projects with existing building permits or already under construction.
Application Process
- Apply Online: Fill out form here, or download a printable form/pick up a form at the Bishop Chamber Office, 690 N. Main St, Bishop, CA 93514.
- Submit:
- Project narrative and summary.
- Photos of the existing façade. (exterior)
- Renderings or illustrations of proposed changes.
- Cost estimate including design, permits, and construction.
- If a tenant, include property owner authorization.
- Indicate non-grant funding sources if applicable.
Selection Process
- Applications are reviewed for completeness, cost, and relevance. Interviews may be requested.
- Evaluation criteria include:
- Impact on site and business district appearance.
- Economic activity leverage.
- Consistency with Bishop Downtown Specific Plan design recommendations and signage ordinances (pages 63 through 89 of https://cms9files1.revize.com/bishopca/Document%20Center/Department/Planning/General%20Plan/Bishop_Plan_MixedUse_Web.pdf)
- Applications are processed on a rolling basis until funds are exhausted. Submit by October 31, 2024. Review begins early November 2024. Decisions are final with no appeals.
Pre-Construction Requirements
- Sign an agreement detailing grant amount, payout schedule, project timeline, and other terms.
- Obtain necessary approvals and permits, including:
- Chamber approval
- City Planning Commission (if needed)
- Building permits
- Encroachment approvals (if applicable)
- The grant amount is fixed and cannot be increased. Significant changes to plans require written approval.
- Complete projects within one year of receiving the grant or the project will be void.
Funding Process
- For projects under $1,500: One payment upon project completion.
- For projects over $1,500: Payment will be structured to ensure timely contractor/vendor payments. Invoices and receipts are required within 45 days of completion.
